The 30 second
time-out is to be treated no differently than a 60 second
time-out with the following exception --Players are
restricted to remain standing.

As per the original
ruling with the 20 second and now 30 second time-out it is unlike
the 60 second time-out, in that it is not considered a resting
period.

If, because of water,
etc., the game has to be delayed to clean up a mess then the 30
second time-out becomes a 60 second time-out.

The 20 or 30 second
time-out has not been an issue or problem in the past. It seems that
we should monitor it and rule on it just as we have done in past
years. There should be no reason to have it become an issue.

There has been a concern
about the 30 second "interval of time" being used/treated like a
time-out by Coaches and Officials. The "interval of time" is granted
when a player is directed to leave the game. It's purpose is only to
allow time to replace the player. When the substitution has been
made the "interval of time" has ended.
